WHY doesn't the regional center program work so well for EB-5 visa investors? What is the faster and easier route to getting a green card?

The recent spate of revelations about the widespread fraud in the regional center program clearly proves that  it is an act of immense stupidity to invest in a regional center, because even today, regional center CEO's and CFO's usually engage in conflict of interest and securities fraud, and proof of that fact is that regional center CEO's and CFO's will refuse to give a written guarantee that they have disclosed all material facts to EB-5 visa investors and also refuse to give a written guarantee of zero conflict of interest.
